Eastern Kentucky Correctional Complex
Eastern Kentucky Correctional Complex is a Kentucky Department of Corrections adult state prison with medium- and minimum-security custody. The institution is physically in West Liberty, but its population comes from the statewide corrections system. A prisoner's conviction county can be anywhere in Kentucky.
That distinction controls every search. An EKCC prisoner may have no Morgan County criminal case. A person arrested in Morgan County should not be assumed to be at EKCC. Local arrestees follow the receiving-jail path unless a court sentence and movement record show entry into KDOC.

Where EKCC Releases Go
A person can leave EKCC for the community under parole, mandatory reentry supervision, shock probation, conditional discharge, or a sentence serve-out category recorded by KDOC. Some paths maintain legal obligations after physical release. A person can also leave EKCC through transfer to another prison, which is not release from incarceration.

“Released from EKCC” does not always mean “fully discharged from KDOC.” Read the state release type, current KOOL location, and supervision status together. Another case, warrant, or detainer can also affect whether physical liberty followed the prison movement.
Search Eastern Kentucky Correctional Releases
Use Kentucky Offender Online Lookup, commonly called KOOL. Start with first and last name. Avoid narrow filters at first because a middle name, alias, county, or date can differ. A DOC or PID number is the best discriminator when available.
- Search KOOL by name and open plausible results.
- Compare age, DOC or PID number, conviction details, and photo indicator where appropriate.
- Read current location and supervision status together.
- Note whether the location is EKCC, another institution, or a community supervision district.
- Record the lookup time and confirm a completed release through dated or documentary sources.
KOOL includes offender type, location type, location, county of supervision, offense and KRS filters, conviction information, event dates, and projected-release ranges. Results can show current location, identifiers, offense counts, and whether a photo is available. Conviction county is not the same as institution location or release county.
KDOC says offender information is updated daily but does not guarantee every item. It also warns that newer offender data may not yet be finalized. A consequential mismatch should go to Offender Information Services or the KDOC records process.
Confirm Completed EKCC Releases
KOOL is best for current state status. A completed release needs a released-first source. The KDOC Daily Releases archive organizes reports by date. Search the relevant report for the person's name and institution, then preserve the displayed release type exactly.
- Choose the likely year, month, and date in the archive.
- Search the report for the person and Eastern Kentucky Correctional Complex.
- Copy the type of release exactly as shown and consult the report legend.
- Compare the event with the current KOOL location or supervision district.
- Request the movement or discharge record when exact authorization, time, or final status matters.
A Daily Releases report is strong evidence that KDOC recorded a state-system release on the listed date. It is not a Morgan County jail feed. The report may mark release to supervision rather than final sentence discharge. If KOOL still shows a prison location, verify whether the report refers to a different person, later transfer, corrected event, or another status.
EKCC Release Record Fields
State records answer different parts of the release. Keep identifiers with each result so a common name does not join two people. For a disputed date or unclear release type, ask KDOC for the underlying movement, release, or discharge record.

A projected release date is not part of proof that release occurred. Credits, jail-time calculation, disciplinary changes, court action, parole, mandatory reentry, and detainers can change real timing. Use current status, a Daily Releases entry, VINE, and the movement record for a past event.
EKCC VINE Release Alerts
Kentucky VINE can provide status and custody-change notification for a matched state-institution record. Search the correct person by name or identifier, compare the facility and identity details, and register only after the match is resolved. Phone and email are supported in official Kentucky material, while the live interface may offer other methods.
Kentucky says state-institution release notice is attempted 72 hours in advance when possible. Court action, immediate credit, parole processing, or escape can prevent advance notice. VINE can lag and reflects agency terminology, so it should not replace KDOC's movement record.
Record the alert time, facility, exact event, and displayed date. Then compare the event with KOOL and the Daily Releases archive. Contact KDOC when the sources do not reconcile.
EKCC Post-Release Supervision
A KOOL community district location can be evidence that physical prison confinement ended while legal supervision continues. Parole is conditional release authorized by the Parole Board. Probation is a court-ordered community sentence. Mandatory reentry supervision is a separate statutory release path. None should be shortened to full discharge without a supporting record.

Ask for a narrow movement, release, authorization, or discharge record using the person's name and DOC or PID number. An existing offender photograph can be requested separately.

EKCC and Morgan County Cases
Morgan County's unusual custody split deserves its own check. The county contains a substantial state prison, while its local detention path does not present a verified official online roster. Geography alone cannot identify the population. An EKCC prisoner may have been convicted elsewhere, and a Morgan arrestee may be in an out-of-county receiving jail.
Use the source that follows the legal custody. KOOL, Daily Releases, KDOC records, VINE, and District 15 belong to the state-prison path. The actual receiving jail's movement entry and the Morgan court file belong to the local-arrest path. EKCC Release Versus Other Custody
Another case or detainer can affect physical liberty after an EKCC movement. A serve-out entry is closer to sentence expiration than parole, but it does not search every county, federal, or immigration hold. Ask the movement record for destination when the real-world outcome is unclear.
